
The Cultural Council is the centralized resource for the arts community. We provide leadership, funding and business expertise to artists and arts organizations and offer a single source of arts-related information to patrons and media. The Cultural Council contributes to economic development and quality of life on the Riverbanks Region by promoting the arts as the foundation of the knowledge-based economy.
The Cultural Council of Richland & Lexington Counties is supported, in part, through corporate and individual contributors to the United Arts Fund and grants from:
- South Carolina Arts Commission
- The National Endowment for the Arts

Mayor Kirkman Finlay formed the 200 member Cultural Action Plan committee
1984
Cultural Action Plan committee produced 57 page plan for arts in the Midlands
1984
Cultural Council of Richland & Lexington Counties was created
